A normal attribute.

DocComment(CommentKind, Symbol)

A doc comment (e.g. /// ..., //! ..., /** ... */, /*! ... */). Doc attributes (e.g. #[doc="..."]) are represented with the Normal variant (which is much less compact and thus more expensive).
